Director of Quality Assurance

This position is responsible for enhancing the accountability and performance of existing and planned clinical programs.
The QA Director performs quality assurance reviews of the clinical services of the CSB, including analysis and recommendations of improvements related to staff certifications, clinical program implementation, and adherence to clinical accreditation, licensure, Medicaid and other third-party payer standards in support of the provision of community mental health, intellectually/developmentally disabled, substance use, and prevention services across a ten-county catchment area.
Work involves maintaining agency preparedness for DBHDS Licensure and Utilization Reviews, and analyzing matters pertaining to various clinical and administrative issues, reporting the findings, and recommending courses of action.
The QA Director is responsible for the development of the Emergency Management/Disaster Plan.
Duties also involves working collaboratively with clinical and administrative directors, state governing bodies and agencies.
Quality Director is responsible for coordinating human rights and other internal investigations of matters concerning treatment of individuals served.
The Quality Assurance Director must have the ability to work independently, and to exercise considerable initiative and independent judgment in all phases of work.
Must display tact and courtesy in frequent contact with CSB staff, CSB Vendors and regulators, and staff from other agencies whose work is materially affected by the quality of CSB services.
Reports directly to the Executive Director.
Essential Duties and ResponsibilitiesTo review all requirements related to agency licensure, and/or certification, and/or evaluation, making recommendations to the Executive Director and taking actions, to include conducting staff trainings necessary to ensure preparedness for such licensure, certification, and/or evaluation visits and reviews.
To review all requirements related to agency reimbursement from all third-party payers, including Medicaid (DMAS, Virginia Department of Medical Assistance Services), making recommendations to the Executive Director and taking actions necessary to ensure preparedness for such visits and reviews conducted by third-party payers or their agents.
To consult and coordinate with Program Directors in the agency-wide implementation of policies and procedures related to the delivery of services of the highest quality.
To develop, implement, and manage an internal evaluation system designed to ensure that all services are delivered in a manner that meets guidelines established by DBHDS, DMAS, contract Health Maintenance Organizations, other payers, other public regulatory agencies, other organizations charged with the certification and/or accreditation of the agency's programs and services.
To develop, implement, and manage an agency-wide service outcome, satisfaction surveys, and program accountability evaluation system that is consistent with such systems that are required or requested by DBHDS.
To represent the CSB related to Human Rights issues and to coordinate and supervise the conduct of internal human rights investigations and to report the outcome to the Executive Director.
To serve as a full and active participant on the CSB's leadership team, working collaboratively with other senior staff and being able to represent the Leadership Team, Board, or the entire agency at functions and events of a public education or public policy nature.
To develop quality assurance policies and procedures in support of a quality management system.
To participate, as necessary or desirable, in regular meetings of the clinical and/or administrative staff of the clinical services divisions, and/or of the CSB's management team.
To develop, implement, conduct regular staff trainings for quality assurance topics like Human Rights, Confidentiality and Release of Record.
To maintain current records of the clinical competencies and certifications of staff, and to utilize the CSB's IT systems to integrate those records with those reports necessary for payers and regulators.
To perform other related work, to assume other related responsibilities, as assigned by the Executive Director or to meet the performance requirements and expectations of the position.
Manages various short and long-term CSB projects, including annual and special reports, comprehensive state planning initiatives, demographic and disability-incidence statistical projections that may be related to the provision of quality services.
Researches and analyzes issues for individual Board members or the Executive Director and prepares reports of findings and recommendations.
Originates, develops, and proposes solutions and/or strategies for improved CSB operations; works with other directors in similar initiatives.
Assists in the development of the annual CSB budget and plan for services.
Assists in the recruitment and selection of management staff, as well as other subordinate personnel.
To serve as demographer and identifier of the disability-related needs of the ten-county constituency.
To serves as a planner and developer of new resources and services for the CSB.
To coordinate and oversee and participate in the writing of proposals and grant applications to secure funding for new services.
Job QualificationsEducationEducation/Equivalent Master's degree in a human services field (Psychology, Social Work; Counseling, or Special Education), or combination of education and work experience that provides the equivalent.
ExperienceA minimum of five (5) years of clinical services experience in a community setting in the provision of mental health, developmental disabilities and/or substance abuse services; seven (7) or more years preferred.
A minimum of two (2) years of supervisory experience in a public agency; three (3) or more years preferred.
Familiarity with DBHDS Licensing and Medicaid Utilization Review guidelines; experience in coordinating quality assurance procedures.
